CHINA: DEVELOPING WITHOUT POLITICAL FREEDOM
Democracy does not only mean choice to elect people of choice to run a nation democracy means choice of voice too. This fact is better suited to those countries who have seen the less of vocal liberty and political freedom, like china.
A close look at the larger picture of India and china show that India has certainly benefited from the protective role of democracy and freedom in giving the rulers excellent political incentive to act supportively when disasters threatens and when an immediate change in policy is imperative. China, on the other hand, has failed to prevent abuse of coercive power and to make quicker emendations when the policy goes wrong.
It cannot be denied that economic performance social opportunity and political voice are deeply interrelated. Here lies the problem, china has been facing since pre-reform era. The weakness of voices of protest has caused the progress of social opportunities to be unnecessarily slow. This in tune, has not only been a serious handicap in itself for the quality of life in world’s most populous nation, it has also served as a major drag in the process of economic development, including the ledge and coverage of growth and the alleviation of economic poverty.
Political voice and freedom are extremely important for social equity, and to that recognition we can add the connection between equitable expansion of social opportunities and the force, range and reach of the process of economic development.
Although with the reforms of 1979, the China economy surged ahead spectacularly and grew much faster than India’s more modest performance, lack of political arguments and suppression of social demands put a question mark on the whole idea of development. As we now say, the concept of development has evolved from a narrow econometric term into a comprehensive and dynamic one, taking within its ambit almost every aspect of human existence for in its fundamental meaning all development is human development; the focus of ‘development’ is the human being, the quality of his/her life and the environment in which that quality of life is sustained. It is who, integral value- loaded cultural process and no development of a society, at large, is complete until it gets to voice its aspiration, demands, agitation and suggestion. In this respect, china has jumped from prying pan into the fire.
The remedy for many of the life central failures of Chinese society is closely linked to broadening the force and range of political discussion and social demands, voice , given to public, is in a way an invitation to further engagement and encounter and a more vigorous use of these tool can do much more in the fastest rising world- powers, than it has already achieved.
